Janaka Guneratne took two wickets as Clitheroe restricted Settle to 88-2 for their innings.
Jack Dewhurst and and Peter Dibb scored 25 and 24 respectively but it was not enough as Clitheroe lost by two runs.
Salesbury also came up short against Padiham in their Group 2 game.
Padiham posted a total of 135 in their 20 overs with Susantha Pradeep (3-26) the pick of the bowlers.
