A three-day music festival will go-ahead in Clitheroe Castle grounds this summer despite objections by some local residents.
This means the much anticipated festival, for which around 3,000 tickets have already been sold, will now be staged on Wednesday, July 6th, Friday, July 8th and Saturday, July 9th.
Summer Days Festival organiser John Tyrrell said: “We are delighted with the council’s decision to grant the premises licence and extremely excited to have the opportunity to deliver this incredible event that will have significant benefits for Clitheroe and the Ribble Valley.
“We are committed to work closely with the local community to make sure that any concerns they have with the festival are resolved and that Summer Days is a fantastic experience.”
Headline acts Simply Red, Gabrielle and The Christians have already been confirmed for the Wednesday, while Jools Holland and Caro Emerald have been confirmed for the Friday.
During the licensing sub-committee meeting the applicant, Summer Days Live Ltd, varied its application.
Originally applying for a premises licence to stage up to nine three-day events per year, in which this year’s Summer Days Festival is included, the applicant applied for a maximum of one event which could potentially attract an audience of 14,999 people, excluding staff and performers, two events with a 9,999 capacity, excluding staff and performers and an unspecified number of events with a 4,999 capacity, excluding staff and performers. The applicant added that the total number of events would be limited to a maximum of four per year.
However, after giving careful consideration to all the representations, members of the sub-committee, which was chaired by Coun. Jan Alcock, and of which Coun. Joyce Holgate and Coun. Paul Elms, are members, decided to grant a premises licence, but in more limited terms than that applied for. They determined that a maximum of one event per calendar year can be held and that the event must have a maximum duration of three days.
They also determined that the event days must include Friday and Saturday and must all fall within the same
calendar week – Monday to Sunday.
The event must also be limited to 10,500 people to include all personnel on site as well as ticket holders.
The report summarising the licensing sub-committee’s decision, said: “The sub committee’s reasons for this decision are that it was not satisfied (having considered all the evidence provided in writing and verbally) that to grant the licence (as applied for or as varied in the hearing) would not breach the licensing objectives.
“In particular with regard to public safety it was not satisfied that 14,999 people could be safely accommodated and/or evacuated from the premises in the event of an emergency.”
It added: “Further, with regard to public nuisance the sub-committee was not satisfied that a maximum of nine or indeed four events could be held within the premises each year and not create a public nuisance.
“Particular consideration was given to the representations made by the pollution control officer about the noise levels with surrounding properties and the guidance on acceptable levels.”
