Historic mill plans are given the thumbs up in principle

Borough councillors have backed plans to transform a historic mill in Clitheroe despite the application being recommended for refusal by officers.

Following a lengthy discussion, members of Ribble Valley Borough Council’s planning committee decided to approve the application submitted by James Warburton, of Emporia Leisure Ltd, to transform Holmes Mill in Clitheroe into a 31-bedroom hotel with a restaurant, bar, bakery, and a spa and gym leisure complex.

More than 20 residents attended the meeting which saw borough councillors go against council officers’ recommendation by approving the application in principle.

The application will now be sent back to officers to negotiate conditions with Emporia around parking which highways officials have raised concerns about.
