Residents in Clitheroe are celebrating after hearing that plans to build 345 new homes in the town have been rejected at appeal.
A consortium of landowners, including Clitheroe Auction Mart Co. Ltd, the Huntroyde Estate, John Taylor, Sarah Howard and Samantha Howard appealed after their Waddow View planning application was rejected by Ribble Valley Borough Council’s planning committee on February 14th.
Residents from homes closest to the proposed development, which also included a 50-place nursery, subsequently formed the action group – the Back Commons Residents’ Group – to contest the appeal after the council decided to withdraw its opposition in July after seeking legal advice.
An independent planning inspector started listening to the arguments surrounding the Waddow View planning application in August.
And this week residents were informed the appeal had been dismissed and outline planning permission for the proposed development refused, with the Secretary of State agreeing with the planning inspector that the highway objections to the proposal are “compelling”.
A report from the Secretary of State’s office says: “Whereas the access to Waddington Road would be acceptable, there are unresolved issues along Waterloo Road. Crucially, however, the combination of the geometrically substandard junction of Castle View/Bawdlands Bridge and the heavily parked Castle View and Kirkmoor Road route together with the additional environmental intrusion for local residents living on these roads forge a compelling reason for refusal.”
